Dr. Veronica Y. Griffin, Ph.D., MSW, LCSW, LICSW is the CEO of Protect Each One Consulting, LLC and a clinical social work researcher. She is a licensed clinical social worker and trauma-focused clinician with more than 27 years of experience providing trauma-informed, evidence-based care to individuals, families, and professionals across diverse and high-risk settings. Her work centers on complex trauma, interpersonal violence, workplace trauma, secondary trauma, stress, anxiety, burnout, and recovery, and she brings deep experience serving survivors, caregivers, advocates, first responders, clinicians, military-connected individuals, and other helping and executive professionals. Grounded in clinical precision and ethical clarity, Dr. Griffin integrates contemporary trauma theory with compassionate practice to support healing, resilience, and meaning-making. As a covered entity under the Health Insurance Portability and Accountability Act of 1996 (HIPAA), Protect Each One Consulting, LLC is required by law to maintain the privacy of your protected health information (PHI) and to provide you with this Notice of Privacy Practices.
Right to Inspect & Copy
You may request to see or receive a copy of your health record within 30 days. A reasonable fee may apply. Psychotherapy notes are excluded. (Va. Code § 32.1-127.1:03)
Right to Amend
You may request a written amendment to your record if you believe it is incorrect. We will respond in writing within 60 days.
Right to Confidential Communications
You may request we contact you by a specific method or address. All reasonable requests will be honored.
Right to Restrict Disclosures
If you pay out-of-pocket in full, you may restrict disclosure of that information to your health plan.
Right to an Accounting
You may request a list of disclosures of your PHI made in the past 6 years.
Right to File a Complaint

Section 2 — Virginia State Law Requirements
Va. Code § 37.2-804.2 — Mental Health Records
Virginia provides heightened confidentiality protections for mental health records beyond federal HIPAA requirements.
Va. Code § 32.1-127.1:03 — Health Records Privacy
Individuals have a recognized right of privacy in the content of their health records under Virginia law.
Virginia Consumer Data Protection Act (VCDPA)
Effective January 2023, the VCDPA provides broad consumer data privacy protections, including health data, for Virginia residents.
18VAC140-20-150 — Virginia Board of Social Work
Licensed clinical social workers must inform clients of fees, billing arrangements, potential risks and benefits, and limitations on confidentiality before rendering services.
18VAC115-20-130 — Virginia Board of Counseling
Licensed counselors must practice within competency boundaries, justify all services rendered, and maintain client confidentiality in accordance with board standards.
Section 3 — Mediation Confidentiality (The Listening Table)
All communications, memoranda, work products, and materials related to mediation conducted through The Listening Table are strictly confidential under Virginia law. Confidential materials are not subject to disclosure in discovery or any judicial or administrative proceeding, except as provided by law (Va. Code § 8.01-581.22). Mediators are required to remain impartial and free from conflicts of interest (Va. Code § 8.01-581.24). Mediation services are available to Virginia residents only.

Section A — Alabama State Law Requirements
Ala. Code § 34-8A-21 — Privileged Communications (Counselors)
Confidential communications between a Licensed Professional Counselor (LPC) or Associate Licensed Counselor and their client are privileged under Alabama law. Counselors may not disclose client information without written consent except as required by law.
Ala. Code § 34-26-2 — Psychologist & Mental Health Confidentiality
Confidential relations between licensed psychologists, licensed psychiatrists, and licensed psychological technicians and their clients are protected. Disclosure is prohibited except in limited circumstances defined by law.
Alabama Board of Examiners in Counseling — Chapter 255-X-11
Licensed counselors must ensure client welfare, informed consent, client confidentiality, and client autonomy in all practice settings — including in-person and virtual/telehealth environments.
Ala. Admin. Code r. 660-1-6-.14 — HIPAA Privacy Policy
Alabama state agencies and covered entities must comply with the HIPAA Privacy Rule (45 C.F.R. Parts 160 and 164), restricting use and disclosure of PHI and granting clients greater access to and protection of their medical records.
Section B — Maryland State Law Requirements
Md. Health-General § 4-307 — Disclosure of Mental Health Records
Maryland provides heightened confidentiality protections for mental health records. Mental health providers may not disclose records without client authorization except in limited circumstances. 'Personal notes' kept solely by the provider are not part of the medical record and are not discoverable.
Md. Health-General § 4-302 — Confidentiality and Disclosure Generally
All health records are confidential. Disclosure requires written authorization from the person in interest, except as permitted by law (e.g., treatment, payment, operations, legal requirements, or safety).
COMAR 10.58.03.08 — Maryland Board of Professional Counselors & Therapists
Licensed counselors must maintain the privacy and confidentiality of clients and their records; release mental health records only with client consent or as permitted by Health-General Article, Title 4, Subtitle 3; and provide clients with full informed consent including purpose of treatment, costs, alternatives, and the right to withdraw.
COMAR 10.42.03 — Maryland Board of Social Work Examiners
Licensed social workers must adhere to the Board's Code of Ethics, which requires maintaining client confidentiality, disclosing conflicts of interest regarding confidentiality requirements, and releasing records only with proper authorization or as required by law.
Maryland Consumer Data Privacy
Maryland's health data privacy protections apply to residents receiving services from out-of-state providers. Clients have the right to access, correct, and restrict use of their personal health information.
Section C — Illinois State Law Requirements
740 ILCS 110/ — Mental Health and Developmental Disabilities Confidentiality Act (MHDDCA)
Illinois provides among the strongest mental health confidentiality protections in the nation. All records and communications made in the course of providing mental health or developmental disability services are strictly confidential and may not be disclosed without written consent, except in limited circumstances (e.g., imminent danger, mandatory reporting, court order).
P.A. 103-474 (Eff. Jan. 1, 2024) — MHDDCA Amendment
Effective January 1, 2024, HIPAA personal representatives (45 CFR 164.502(g)) regardless of the recipient's age are entitled to access mental health records. Limited exceptions apply when disclosure would be against the minor's best interest or pose a risk of harm.
225 ILCS 107/75 — Privileged Communications (Counselors)
No Licensed Professional Counselor (LPC) or Licensed Clinical Professional Counselor (LCPC) may disclose information acquired in a professional capacity without written consent, except to prevent clear and imminent risk of serious harm, in mandatory reporting situations, or when the client waives the privilege.
225 ILCS 20/16 — Privileged Communications (Social Workers)
No Licensed Clinical Social Worker (LCSW) or Licensed Social Worker (LSW) may disclose client information without written consent, except in cases of imminent risk of harm, mandatory reporting, adult protective services investigations, or when the client waives the privilege.
IDFPR — Illinois Dept. of Financial & Professional Regulation
All licensed counselors and social workers in Illinois are regulated by IDFPR and must comply with applicable confidentiality statutes, ethical standards, and continuing education requirements. Complaints may be filed at idfpr.illinois.gov.
Section D — Multi-State Client Rights Summary
Right to Access Records
Clients in all three states have the right to request and receive copies of their health records, subject to applicable state timelines and fee provisions.
Right to Confidentiality
Mental health records receive heightened protection in Alabama, Maryland, and Illino beyond standard HIPAA requirements.
Right to Informed Consent
Before services begin, clients must be informed of fees, treatment purpose, alternatives, risks, and confidentiality limitations.
Right to File a Complaint
Clients may file complaints with their state licensing board, the HHS Office for Civil Rights (hhs.gov/ocr | 1-800-368-1019), or their state Attorney General.

Step 1 — Assess Immediate Safety
Determine if there is an immediate risk of harm to self or others. If yes, call 911 immediately. Do not leave the person alone.

If the situation is not immediately life-threatening but involves a mental health crisis, call or text 988. A trained counselor will guide you through next steps.

Step 3 — Contact Local Crisis Services
Reach out to your local community mental health center or crisis stabilization unit. In the Fredericksburg area: RACSB at (540) 373-6876.

Step 4 — Request CIT Officer
When calling 911 for a mental health crisis, specifically request a Crisis Intervention Team (CIT) officer trained in mental health de-escalation.

Step 5 — Document & Follow Up
After the immediate crisis is resolved, document what occurred and connect the individual with ongoing mental health services, counseling, or a care coordinator.

Protective Orders & Lethal Means Safety
⚖️ How to Request a Protective Order by State
A protective order (also called a restraining order or order of protection) is a legal document issued by a court to protect you from abuse, harassment, stalking, or threats. You do not need an attorney to apply. Services are free. If you are in immediate danger, call 911 first.

Step 1 — Ensure Immediate Safety
If you are in immediate danger, call 911. Contact your local domestic violence hotline for safety planning before, during, and after the process. National DV Hotline: 1-800-799-7233.

Step 2 — Go to Your Local Court
Visit your local General District Court, Juvenile & Domestic Relations Court, or Circuit Court (varies by state). Bring a photo ID. Clerks can provide forms at no cost. You do not need an attorney.

Step 3 — Complete the Petition
Fill out the petition describing the abuse, threats, or harassment. Include dates, descriptions of incidents, and any witnesses. Be as specific as possible. Clerks can assist you.
04
Step 4 — See the Judge
A judge or magistrate will review your petition, often the same day. If granted, an Emergency or Temporary Protective Order is issued immediately.
05
Step 5 — Attend the Full Hearing
A full hearing is scheduled (usually within 15–21 days). Both parties may appear. A final protective order can last 1–2 years or longer depending on the state.

Step 6 — Enforce the Order
Keep a copy of the order with you at all times. Violations should be reported to law enforcement immediately by calling 911. Register the order with local police if possible.

🔒 Lethal Means Safety — Suicide Prevention at Home & Work
Lethal means safety counseling (also called CALM Counseling on Access to Lethal Means) is an evidence-based approach to reducing suicide risk by increasing time and distance between a person in crisis and the most lethal methods. Most suicides occur in the home. Restricting access to lethal means even temporarily saves lives.
Why Lethal Means Safety Works
Research shows that suicidal crises are often short-lived. If a person cannot access their intended method, they are unlikely to substitute another. Reducing access to firearms and medications during a crisis significantly reduces suicide risk and death.
Most Common Lethal Methods
Firearms are the most lethal and most common method of suicide death. Medications (prescription and over-the-counter) are the most common method of suicide attempts. Other methods include household chemicals, sharp objects, and heights.
Who Should Discuss Lethal Means
Mental health providers, primary care physicians, crisis counselors, family members, and anyone supporting a person at risk. No clinical background is required to have this conversation.

Free training available at calmamerica.org for providers and community members. Teaches how to collaboratively discuss safe storage with at-risk individuals while respecting their rights and autonomy.
🔫 Firearms — Safe Storage at Home
Store firearms UNLOADED in a locked gun safe or case. Store ammunition SEPARATELY and locked. Use cable locks or trigger locks on all firearms. Consider temporarily transferring firearms to a trusted person, gun shop, or law enforcement during a crisis. VA has partnered with the National Shooting Sports Foundation (NSSF) on safe storage: nssf.org/safety.
💊 Medications — Safe Storage at Home
Keep only small quantities of medications on hand. Lock up all prescription medications, especially opioids, benzodiazepines, and antidepressants. Use a medication lock box (available at pharmacies). Ask a pharmacist about safety packaging. Dispose of unused medications at a DEA take-back location: dea.gov/takebackday.
🏠 Home Environment Safety Checklist
Secure or remove firearms and ammunition. Lock up all medications. Secure household chemicals (bleach, pesticides, cleaning agents). Remove or secure sharp objects if risk is high. Install window guards if living above ground floor. Create a safety plan with the person at risk.

Ask directly: 'Do you have access to firearms or medications at home?' Be non-judgmental and collaborative. Frame it as a safety measure, not a punishment.
